German/American Torpodes failures

I was struck by reading of the failures of German U-boat and American Submarine
torpodoes failures: in one circumstance the torpedeo would only work if it hit on a angle-not straight on; in the other the torpedeo would only work if it hit on
straight on-not an angle {Can't remember which service had which problum?}.
Another was that one of both German and US torpodes failures was that they were
tested in "northern latitutes". Commets?
