You bring up a good point and, in my opinion, the best defense against flame wars: ignoring dodgy posts (although I\'m not sure what \"dodgy\" means, I get the message). I have been a member of various forums dedicated to topics that interest me. Without exception, there are posters who take advantage of the anonymity provided by the Internet to say things they wouldn\'t dare in person. The forums that thrived had a core of dedicated folks that managed to ignore the baiting and focus on the reason they were there. The forums that collapsed did not have members with that kind of discipline. I think this forum has the the core of dedicated and disciplined individuals needed to thrive.
One exception I would raise with your formula is that some grayed out posters are legit, and I would rather there not be a secret committee that decides the validity of a question. I think the posters who are here to intentionally cause problems as well as those who continually disregard the forum rules are pretty obvious. If we do not engage them, they\'ll get bored and go away.
