I don't know a thing about modern subs (what is a boomer anyway?), but the news report I saw claimed they were both in "stealth" mode and as a result were not being picked up by either side. I don't think it's that crazy that two subs could collide, there have been other cases. I'm sure I've read that a few U-boots came close as well.
