Allied bombing was not as precise as one tends to believe and was effective only by the sheer mass of bombs dropped to hit a single target. It is well known that only 1 % of all dropped bombs by the allies hit relatively small targets such as, for instance, a shipyard or a railroad station. Fire-bombing cities is something else.
Also, the Flak did its work rather well and smoke was used very often to conceal targets quite effectively..
Example: in 1942 the British carpet bombed the shunting yard in Merelbeke, near Gent in Belgium, which was then the largest shunting yard in Belgium.
Result: trains were passing through again 12 hours later, but in that single raid, the bombings had killed nearly 900 Belgian civilians of which some lived as far as 2 miles from the target (in the villages of Melle and Zwijnaarde).
So it is imaginable that even if damaged, shipyards were not stopped dead by a bombing or two.</HTML>
