I dont know very well the trainig princip of german navy during WWII and before, but perhaps commanding officers appointed straight from surface ships were before in submarine forces as 2 or 1 wo. The same for staff positions officers. A lot of them are submarine commanders, in the beginning of war, and return to this force in 1942 when the ritort of allies were up and the wrecks of submarine came upper.
