I guess also that since he made the error of thinking that the "Cresswell" was a "Q Ship" and found that he had sunk a fishing trawler, he decided to take aboard the survivors - maybe at that point he decided to quickly find a way of transferring the survivors to an in-port bound trawler due to his space limitations.
The quick way out was the overhauling of the "Phyllisia" who was in-bound and effecting a transfer.
I'm sure there were some repercussions for Mugler, but not deemed serious enough to lose his command - he was lost on his next patrol.
