In 1939 in the Baltic sea the Polish submarines have battle actions only with Germany and Estonia. More correctly Germany and Estonia conducted battle actions with the Polish submarines. Estonia conducted these battle actions in the Estonian waters. The Polish submarines in all cases were rescueed by run away. Estonia has come in USSR one year leter in 1940

You are correct if to consider, that already 1939 Estonia was ligitim part of the USSR
