He is actually the Second Watch-keeping officer (IIWO), as the IWO is the stuck-up Hitler-Junge type who comes from Mexico and can speak Spanish. In the book he's not given a name, but he was actually Leutnant Hermann, and he went on to command his own submarine in the war: actually, this was his very first patrol with the Old Man, and the actor is Martin Semelrogge, who dubbed himself for the English version of the Director's Cut almost twenty years after the film was made ( see Director's Commentary in the DVD version.)
