I don't know if this leads to the right person, but...

I found a site listing the film's full credits:

It lists him under the name "Karlheinz Böhm."

A search of the crewlist section at ubootwaffe.net for the surname "Böhm" found four men of that name with the first name "Karl," plus one with the first name "Karl-Heinz," rank Lt.z.s, of U-995.

A Google search for "Karl-Heinz Böhm" and "U-995" found this page:

which identifies him as U-995's former II WO. It doesn't mention anything about his having been a naval advisor for "Das Boot," however; and I haven't found anything else about him; so this may or may not be the person listed in the credits.

That's as far as I've been able to get.
