Actually, he could have been at the same bash, and just not gone into the Gents at the "right" time. Actually, this scene is rather stomach-turning, and it's worth noting that, in the book, Buchheim reports that HE tossed his cookies, leaving „der Alte" to lug Thomsen out by himself. In the movie, you can be fairly confident that that's what "Werner" does too.
