In order for a radio to receive or transmit there must be an antenna insulated from ground (sea water), When submerged the antenna is not insulated from ground and therefore radio communication is not possible. Very very low frequencies around 16khz can be RECEIVED under water by a submarine but this requires tremendously long and high antennas with megawatts of transmitted power which can only be performed on land. This frequency is almost down to the audio range. Hope this helps.
