This is according to US Fleet Boats, of which I am more familiar. The ballast tanks have valves at both the top and bottom. The ones at the top are called the vent valves, the bottom are Kingston valves. I have also heard them called flood valves. It is possible Kingston refers to a type of valve instead of a position, but I have always heard of them in the bottom of the ballast tank. It was common for a sub to operate with the bottom valves open, just relying on the vent valves to trap air in the tanks. I rechecked a source for this.
