Because one important constraint on the design of Diesel engines for submarines was weight, crankshafts were subject to torsional oscillations. As a result, engines had "forbidden rpm" points, at which they could not be operated without a buildup of such oscillation to the point of possible failure. US subs and railway locos neatly sidestepped this via Diesel-electric drive, which could deliver variable power at constant rpm.
