Tim,
Remember you are dealing with a submarine here...when surfaced an sub can alter its draught by simply pumping water in or out of its compensating tank (the central 'trim' tank) making itself displace more or less water. In extreme cases U-Boats were known to run on the surface with their ballast tanks partially filled with water to reduce their surface profile to a minimum.
When submerged a boat could run at periscope depth but if the sub wanted to it could run shallower than preiscope depth to creep closer to the shore underwater.
