The negative tank is an internal variable ballast tank, used to make the boat negatively buoyant in order to speed up diving. Also sometimes called "quick diving" (Q) tank. The order to "blow negative" is given as soon as the boat is (mostly) under, since you don't really want negative buoyancy once you're submerged. Neutral buoyancy would be ideal, but is virtually impossible to manage, so you generally settle for a very slight positive buoyancy and use the planes to hold the boat under.
