BACHSTELZE (WAGTAIL) LAUNCH SPEED

Hello all:

After reading through the specs and performance of this "communication system",
how many many U-boats could achieve a NORMAL towing speed of 25 mph, or
21.7 knots? The MINMUM towing speed was 17 mph or 14.75 knots.
