Yes, you're right. The quantity of compressed air needed to blow ballast grows with the depth of the sub, because of the water pressure (law of Mariotte).
So if the sub is too deep, using all the compressed air will not totally blow the ballast. Some water will remain inside, so the blow efficacity will be reduced.
But, wasn't in the sub a system of manual pumps to evacuate water from ballasts ?
