Theo, 165 g/hp/h is a very good figure. E.g. I have seen tested figures for a dozen farm tractors from the 1980s and none of them could achieve this figure! As of now, passenger car engines are managing this kind of figures but with numerous digital whiz boxes. But, MAN engines coupled turbocharging with 4-valve per cylinder so good economy shouldn´t come as a surprise.
As for measuring the fuel flow, that would have been very much possible with very good accuracy. E.g. the Junkers Jumo 211F/J aircraft engine had built in fuel flow meter capability which required just the connection of a socket to the gauge in cockpit. The device worked by combining electrically generated rpm data to injection pump data. Since the basic injection pump is similar to that used in diesels, there is no reason why such a device couldn´t have been used with U-boat diesels.
