I have received the following from Tony Drury (www.royalnavyresearcharchive.org.uk/) and this may provide the answer to the question.:
"I think I have your ship. She doesn't match the criteria exactly (not a maiden voyage & carried 9 aircraft) but the dates are the only matching those given and the arrival point is Liverpool."
"HMS Arbiter - second ferry trip: Ferried 1820 Naval Air Squadron from the US to the UK. Embarked for passage on July 5th 1944, at Norfolk Virginia. This comprised the unit's aircraft, 9 Helldiver Dive Bombers, equipment, stores and personnel. The squadron was disembarked to Royal Naval Air Station Speke (Liverpool) on July 24th. This would tie in with convoy HX299: departed NY July 11th 1944, arrived Liverpool July 24th."
"Arbiter would have put in to NY after loading at Norfolk to await an east bound convoy, having no operational squadron aboard she would need the protection of the convoy escort for the passage."
