Ship material condition of readiness ZEBRA would have been
enforced, and to enter a compartment whose accesses (WT doors and hatches) were to be opened, permssion from the Commanding Officer through the DCA (Damage Control Assistant) or the OOD (Officer of the Deck) was necessary. The date and time permission was granted is entered in the Damage Control Central Log and is monitored to insure that the compartment is returned to the previous condition of readiness, when access is no longer necessary. The number of times and circumstances in which the DCC may give permission to break watertight integrity is determined by the Commanding Officer.

Hope this helps,
