It appears, that your and my definition of a completed boat are somewhat different.
In my definition a completed boat has recently been commissioned, left the yard and completed acceptance trials by UAK. The subsequent months at the various training flottillas are assumed done with a completed boat, though it was common to have warranty work done on malfunctioning parts during that time frame.
