The German Navy has in the shipboard allowance torches of a flat type that can be fastened to the chest pocket with a small leather tab. All these Torches have two colred glasses that can be changed with the the flick of a thumb. one is red the other one white.
As you know red light does not interfere with your night sight, so these torches are used to look at maps, Lists , instruments etc. with the red filter on.
We have used them on the open bridges of frigates all the time.
This is probably what could be seen at sea.
