Hi all,
All very interesting points. I wonder if this confuses things, but I know that in the
US during wartime, merchant vessels fall under the authority of the Department of the Navy and merchant marine officers issued military IDs. While not combatants (though some were given commissions and entered the regular Navy), they were allowed on military installations and participated in planning operations (convoy operations). A friend of the family here in VA who recently died was second in command of a merchant vessel in three convoys before being wounded in an air attack near Gibraltary. anyway, he told me about going onto US naval bases and being saluted and such by USN personnel.
The Peleus I assume, was under the control of the British Admiralty through the Greek government in exile. And obviously things may be different for the Greeks--not to mention their crew who, as I understand it, was a hodge podge of nationalities.
Of course, this whole issue would bring us to President Clinton\'s friend who supposedly served in the merchant marine during the war, was buried in Arlington Cemetary as a veteran, and then removed--admittedly, this was also because it could not be proven he even served in the merchant marine as I remember.
But if they fall under the Department of the Navy, are they essential to the war effort and therefore legitimate targets?
Personally, I find it reprehensible that survivors were shot in the water at any time by anyone. On the otherhand, taking potshots from lifeboats pretty much negates the \"untouchable\" status in my book.

Richard
