Altrichter, Friedrich, Generalmajor: Der Reserveoffizier, 14. Auflage, Berlin 1941, Seite 10:
"2. Das Verbot politischer Betätigung. Zu diesem Verbot gehört auch die Anordnung, dass die Zugehörigkeit zur NSDAP, oder einer ihrer Gliederungen oder zu einem der angeschlossenen Verbände für die Dauer des aktiven Wehrdienstes ruht."

Political Activity was forbidden, also the membership within the NSDAP or related organisations had to be layed down during duty.

Note that being member or the NSDAP doenst mean automatically that one is a devoted nazi, Prien was member before 1933, but mostly because of the economical circumstances of the time and not due to racial or political beliefs.
