I did some detective work
The tower in the background is the tower of the kings castle in Königsberg (today Kaliningrad) in East Prussia.
According to Time Life the photo was taken sometimes earlier than 1942 by Hugo Jäger. He was an assistant to Hitler's photographer from 1937 to 1940 and then joined a propaganda unit for the duration of the war. So the photo was taken sometimes between 1940 and 1942, it is also unlikely that an U-boat visited Königsberg before the war.
If the boat really is U-9, the photo was probably taken between June 1940 and December 1941 when she was operated as school boat in the Baltic Sea. At least on one occasion U-9 was at Königsberg, when transferred from 24th (based in Pillau) to 21st training flotilla (based in Danzig) in October 1940, the command passing on that occasion from Wolfgang Kaufmann to Joachim Deecke.
