hi,
there is no doubt at all that during WWii in the Kriegsmarine the Seeoffiziere alone would take over command. even if outranked. My father Crew XII 39 has told me many times that in the wardroom even a Fähnrich zur See was presiding the table although Lt Cdrs Ing were there. so it was always the I or II Wo who would take over and never ever the LI.- When all Seeoffiziere were killed then of course the command would go on to the Ing or San .
