I believe it was not DDT but "Phenothrin" (one synthetic brand of piretrine commercially known here around as "MOM powder" and still widely used today).
If you use DDT so liberally on a submarine crew, your opponent does not anymore need many DE :-)
The US Forces used a lot of DDT to clear malaria from the swamps where they were supposed to fight. Chinine was in short supply and its synthetic substitute, clorochine, was deemed too toxic for preventive protection.
