There were only 3 I-400 class subs built by the Japanese and they are all skuttled in the Pacific. The I-400s did not launch until near the end of the war so a mystory 4th I-400 off Cape Cod is even less likely that a type XI.
I cannot see the British needing to sink the Surcouf. It was too much work keeping the thing working. A man with a hammer and a pocket full of emory dust could have taken it out of the war in 15 minutes.</HTML>
