Career information
Lucien was born in 1916 in Fort Kamamaha on the island of Hawaii. He graduated from the Naval Academy in 1938. During his service he rose to the rank of Rear Admiral and retired to Virginia Beach and became the Air Pollution Director in the tide water area of Virginia.
