For those of you who are interested, and I know it may not be many, the ocean functions as a criticaly damped oscilating system. This means that the function describing turbulence with increasing depth moves exponentially towards zero. If there is interest, I will dig out the exact function, it looks something like Lln[Lx] where L is the wavelength of the wave and x is the depth, but that doesnt look quite right to me.
