Front Diving Planes

US Fleet boats had the front planes fairly high up on the hull. They were rigged up on the surface and rigged out for diving.
U-Boats had the planes low, and as far as I know, always rigged out. (Were they always rigged out?)
Seems to me the U-Boat set-up is much superior:
1. The planes’ effects would happen earlier in the dive.
2. Less mechanical complexity (rigging in, rigging out mechanism)
3. One less procedure to do during a dive.
4. Less beating from the sea
The only possible drawback I can imagine on the U-Boat system is with them always rigged out, was there ever a time in the worst of storms when their structures would be tested by coming out of the water and down again? Were the planes always submerged, even in the worst gales?
Any ideas for the reasons between the US and German design differences?
