John,

Have you ever experienced the effect on your vision when you turn out the lights at night? It takes time for your eyes to accustom themselves to the lower light levels of nighttime. The retina in the back of the eye is composed of two types of light sensing receptors (called rods and cones). One type is used for discriminating colors and requires higher lighting levels. The other type is basically only able to see in black and white, but can make do with much lower light levels.

The red goggles are used by the crew to allow them to exactly the same thing (get used to lower light levels)...but before they actually surface the boat and expose themselves to the darkness of night.

The red is used since it only allows wavelengths of light through that have the same effect on the eyes as low light levels.
