Submarine quality in WW2

Reading Clay Blair he makes a big deal about how bad the German submarines were built. Yet looking at the history of the submarines in this site, it does not appear to being a major problem.

My question is quality wise - things working, not falling to bits and so on. How well constructed were WW2 boats! Were the German boats worse built then any other countries and was this as much of a problem as Clay suggests.
