Here is another theory...
Blue light acts actually as "black light". White makes sence only during the day, red is used in combat conditions, especially in the conning tower area so that the lookouts sight is used to the darkness outside. I'd say blue is used to all other compartments as it is not so bright as white light, but at the same time not too dark like the red light.
