Type XXI hull instability???

I am just wondering if anyone could clarify something that I read.

'Submarine Warfare: An Illustrated History' by, Antony Preston (1998 Brown Books, ISBN: 1-897884-41-9)

From page 64 of the book...
"The Type XXI offered a more useful line of enquiry, although the influence of the design has been greatly exaggerated by a number of historians and analysts. But there were a number of problems: the hull form had not been tank-tested and proved unstable in service, the internal arrangement of equipment was far from ideal, and there were serious weaknesses in construction."

I was rather taken aback by the author's statement that the hull form was unstable as I have never heard that complaint previously (granted the Type XXI didn't see much in the way of actual combat...beyond an undetected mock attack after the surrender). So...has anybody else heard of the unstable hull form???
