In my research on Hans-Adolph Schweichel (U-126, U-105, U-173) I’m aware of two British submarine attacks on the light cruiser KMS Leipzig.

The first by HMS Salmon on December 13th, 1939 in position 56.47N 04.00E (probably too far west to be considered a picket) which heavily damaged Leipzig and effectively took her out of front line service.

The second by HMS Ursula off Heligoland on the following day as she limped back to port. All three shots missed Leipzig, but two hit and sank the 1,028 ton armed escort ship, the F9. I don't have an exact location for the attack, but may be close enough to land to qualify.
