Not that I'm aware of. The thing to remember is that WWI naval operations (outside of Jutland) remain a niche field. And that extends to WWI U-boats. There's less popular interest and less research interest compared to WWII, especially in the U.S.
It’s also a massive task – we’re probably talking 30,000 to 40,000 pages of material to go through, and critical information is often cut off on the microfilms. Also, many of the Flanders KTBs (plus some others) are handwritten and most current-day German speakers have problems with the script. (Trust me, it’s very difficult to figure out.) Forget an English translation, German language transcripts of these would be a huge achievement.
KTBs in translation would be especially of interest to more casual researchers, who often are interested in a very specific incident or range of incidents (Grandpa's ship getting sunk etc.) if they're even really researching anything at all. It's really much more a matter of trying to popularize the topic rather than anything else.
And that really gets at the core of the issue: what would such a project be? Is it a labor of love to get everything into English? Or does it have a more commercial basis to it (i.e. just translate a limited selection of documents like to have greater popularity/interest, or even just items like torpedo usage reports verbatim with notes how to use)?
