I propose to discuss U-boats since this site is dedicated U-boats. I gave concrete data for the comparison and considerations. You do not desire to discuss these data. You mention events not referring to the international relations and U-boats. The actions of government inside the country is the internal affair of this country. In 1788, England sent its first shipload of prisoners to Australia, establishing the continent as a penal colony. This is internal affair of Great Britain was achieved in accordance with the laws of this country. Analogously Russia several centuries sends criminals into Siberia. These were the citizens of Russia. There were insignificant number of foreigners among these people which one can disregarded. Give the possibility to Russian themselves to discuss the correctness of this action.

Russia is located in the zone of the risky agriculture. Unfavorable weather conditions can lead to the death of the significant part of the harvest. In 1946 there was strong drought. This caused hunger in some parts of the USSR. The deliveries of food in the USSR after beginning of the Cold War ceased. The export of grain from USSR abroad in 1946 was 1230,2 thousand tons. In what countries THE USSR did export the grain in 1946?
