I think I solved it? Based on the latest google earth pro imagery, the wreck is 130feet long and 25 feet wide. this matches the specs of the Peoria from 1989 (see: [en.wikipedia.org])). And it is as you said, a spanish-american era gunship.
The source material (https://www.history.navy.mil/research/histories/ship-histories/danfs/p/peoria-ii.html) notes that the ship was sold in 1922 but does not state the buyer. I suspect it to be the Haitian Navy/coast guard (which existed at that time) but that is just a hunch. Perhaps I can confirm this soon by simply swimming out with a gopro.
