My definition of a completed boat is ready for \'ACTIVE DUTY\"
after the boat has been commissioned into the navy.
I hope this will make it clear for you this time..?

Although, 119 XXI boats were commissioned , but only one went
out to sea on a \'ACTIVE \' war patrol out of the 4 boats that were ready
at the time. ALL the the others boats, as S.K said in his post were
at various stages of testing & crew training.
