I think that Dönitz tolerate such actions until the Laconia incident happened.. (for informations about it: [www.uboat.net])
And this incident was a month before the operations against SL-125.
It could be that the uboat didn\'t have any torpedoes left.. but I see it like John.. it was an act of humanity.
