Here come the answers;
The * means he was a Kriegsoffizier, an Officer only forbvthe duration of the War, when the war is over he is downgraded to Chief Petty Oficer.
the Gs means he has participated in a course for Gasschutzoffizier, Gas warfare protection
the 16* has no meaning it was just duplicated from other sources.
