I'm working on an article on the Battle of the St. Lawrence (and, with luck, a book).
According to Michael Hadley's U-Boats Against Canada, and Marc Milner's books on the Canadian Navy (and from what I can find at the Dept. of National Def in Ottawa) it is not likely that U-Boats penetrated to Frobisher Bay.
They sank 20 plus ships in the St. Lawrence (and the Gulf). One landed on the North Coast of the Gulf, several hundred miles up from Sept Iles to establish an automated weather station.
