Having done some reading on Italian the Italian Navy in World War II, I seem to recall that the Italians only operated subs in the Red Sea until early 41. Though they achieved some successes, they also lost half their number in the patrols from their East African ports...
In response to your question, my feeling is the Germans and Japanese didn\'t enter the Red Sea very much because it was simply too small of an area for maneuvering, easily covered by Allied Air and Surface patrols and easily bottled up once the Allies realized an enemy sub was in the Red Sea. The sea is also well known for its bad climate and storms. In addition, I have also heard that the Red Sea is difficult for submarines even these days with odd water density and temperature variations....all this made it a difficult place to operate....
