In answer to blowing the ballast and reversing the motors, the boat was already to heavy to have this be effective. This emergency procedure was done to late.

Also keep in mind that they were diving down at speed, the Captain had the boat going at Flank speed before diving. The combination of speed, ballast weight and bow planes jammed in a down position caused the boat to be in a out of control dive to the bottom.
