The last remark in your post is right. The recourses of Germany were allready streched out to the limit in the second year of the war. It was pure necessety for the Germans to (re)use everything that was worth saving. All in all Germany was not ready to go to war when it did. Look at the amount of U-boats available at the outbreak en look at what Donitz an Raeder actually thought they would need to wage a full scale war on England. Also look at the surpisingly low amount of Panzers used when Germany invaded the Low countries and France. When everything went to plan as it was intended to be, Germany was not ready to go to war untill 1945. You know what happened in that year!! Heaven forbid to think what would have happened to the world if they had went to war when they really were ready to do so.
Every bit of equipment was (re)used wether it was French, Dutch, Belgian or Danish. Look at what scale they used French and Russion equipment. There were specially installed "Beutesammelstellen" (places were equipment and other goods were brought to). Through out the whole war there was a shortidge of whatever neccecery goods one has to have to go to war. Clothing, ammo, ships, tanks airplanes and trains and almost everything else was only available in (too) small quantities. That's why Germany, from the early days of the war on towards the end tried to reuse everything possible.
