This would be a wonderful thing to do - and this can probably be done. The problem is that kind of undertaking would be massive. Just the scanning job alone would take months of hard work, then the processing remains.
One idea I always had for them was to scan (in print quality) in all the images they have there and put them into a massive database with detailed descriptions. This database would be online and thus interested parties could log in and pay for each picture used in their publications.
They have now over 100,000 pictures, most of which not seen anywhere else. This has been a dream project of mine since I saw their photo archives
This same database would then be used by themselves and their visitors in-house as well. Makes it all that easier to find that image showing the little dog with a mock-up torpedo leash
This is similar to what the Imperial War Museum is doing - but I think they only intend to keep that data to themselves (i.e. in-house but accessible if you pay the fee to get into the museum).
