<HTML>I think he did it because he wanted to stop a flood of awards and promotions engaged by commanders of Heeresgruppen and independant armies, who where allowed to do this by order of April 22, 1945 and May 3, 1945.
Himself, he awarded the knights cross on May 14, 1945 to 4 members of the 7th infanterie divison of the Kurland Army.</HTML>
