Probably more tight connections USSR supported with the Italian experts in the field of submarines. It is known, that the flotilia of the Italian submarines has visited the Black sea with friendly visit.

However all submarines were developed by the Soviet experts.

Between USSR and Italy even be ordered negotiation on rent of naval base in Italy. The successful termination these negotiation was hindered by civil war in Spain.

All Soviet submarines were developed by the Soviet experts.

The submarines in Russia and then in USSR since 1904 are projected in a design bureau known now as a Rubin in Petrograd.

Even 3 submarines S-1 S-2 S-3 constructed with the help of the Netherlands (German) experts, but were plotted under the Soviet technical standards.

Just as some Swedish submarines at this time were built with the help same Dutch firm but under the Swedish standards

There were only 2 submarines in the Soviet Navy builted not in Russia in time WWII . It is the British boat L-55 sunk in 1919 in the Finnish bay and then raised by Russian. She did not receive participation in battle actions.
Other submarines (British too) called Lembit. She has come in a composition of the Soviet Navy after association of Estonia with USSR in 1940. This submarines in time of WWII have committed a series of successful campaigns and has gained a number of victories. Now she is a museum and is found in Tallinn. It is most aged in the world submarines finding afloat now.
