`German handwriting`.......

Others will I`m sure have encountered the problem of `German handwriting`/Gothic cursive/Sutterlin script while trying to research original U-boat/Kriegsmarine records. I`m probably well behind the field in having found a very helpful site at
[www.peter-doerling.de] - including ten reading exercises, (including a soldier`s letter home), with cribs and comments !
My question is really whether this script was consciously adopted under National Socialism as a form of differentiation - and if so, why not all documents seem to use it? I have postcards with the message part in Gothic and the address in Roman script. I also recently came across a very beautifully pencil-written exercise book from 1939 which includes basic training as a ship`s electrician as well as instruction in compass-reading, weather reporting etc - all in perfectly legible Roman/(English-type) handwriting.
Just puzzled ......
